Dear Mr. Yasuhisa Shiozaki, Minister of MHLW

We are writing because some medical specialists had a chance to gather in distinguished worldwide congress, EUROGIN 2016 (EUropean Research Organization on Genital Infection and Neoplasia), and discussed unfortunate situation that Japan is not using HPV vaccines to prevent cervical cancer and other HPV-related cancers in its people.

In EUROGIN, both long term effectiveness and safety data of HPV vaccine were presented1). Worldwide, several real-world-data showed a certain reduction of high grade precancerous legion after vaccination2-5). Therefore it is believed that the efficacy of this vaccine is evident. Having reviewed a large number of safety-related data by experts, both WHO and EMA concluded that the benefits of HPV vaccine outweigh its risks6,7). Additionally, relevant 17 academic societies in Japan issued supportive view of the proactive recommendation of HPV vaccination8).

We are very concerned that Japanese women/girls are missing an opportunity to receive HPV vaccine. You should be aware the fact that improper decision making in Japan has negative impact on worldwide. In the future, the vaccine is still not used, thousands of cervical cancer and other HPV related cancer will be occurring to Japanese people.

Considering the national expert committee of adverse events on MHLW led to the scientific conclusion, without waiting for further research results, we entreat you to please consider the immediate resume of proactive recommendation of HPV vaccine. We expect your courageous decision. Your attention to and cooperation on this matter would be highly appreciated.

Sincerely yours,

Attendees of EUROGIN
